Preconstruction Service Manager needed in OC/LA/Riverside

Kitchell Contractors, Inc. is seeking an experienced Preconstruction Services Manager in OC/LA/Riverside CA to contribute to the growth and profitability of the company through marketing and leadership in preconstruction services. This employee-owner will oversee and deliver the total scope of preconstruction services on projects throughout the Southern California region with a heavy focus in the Higher Education, Healthcare, and Life Sciences markets. Duties And Responsibilities • Confer and plan with the Regional Leadership Team and the Kitchell Pre-Construction Services Group to support the estimating and preconstruction needs of the Southern California region. • Lead, develop, coach, and train the regional Preconstruction Services staff. • Disseminate strategic plans, goals, information and objectives to team members. • Participate in and provide estimating resource availability for pursuit Go/No-Go decision making. • Develop and maintain client and subcontractor relationships. Determine the need for Design Assist subcontractors. • Participate in the development and implementation of process improvements for the Pre-Construction Services Group. • Provide guidance to Project Directors and Managers regarding the standard processes of delivering our services to our clients. • Maintain a leadership role in providing all preconstruction services to the project team. • Facilitate an in-house project kick-off meeting with the assigned Operations and PreCon personnel • Facilitate a project kick-off meeting with owners, architects, and consultants and identify the need for early bids. • Provide guidance and assistance with determined development needs. Review materials and systems for constructability. • Obtain the Master Program, Budget and Schedule for the project including both design and construction phases. • Assist in the strategy development, preparation, and presentation of all assigned project proposals. • Establish and monitor man hours to perform preconstruction services for the proposal and design phases. • Coordinate billings to the client with the Project Director. Develop change orders when requested. • Establish communications procedures and meetings to monitor the status of design for each design discipline. • Determine construction phasing in conjunction with the architect and owner. • Coordinate the architecture and engineering production schedule with the project milestone schedule. • Conduct regular meetings with architects and consultants. • Establish a capital expenditure responsibility matrix covering potential cost impacts and risks. • Ensure "soft costs" or non-construction related costs have been considered, budgeted, and balanced with the cost of construction. • Develop cash flow projections. Ensure decisions account for future expansion in service structure. • Conduct continuous cost management and value engineering of the emerging design solutions. • Monitor "scope creep" in the design of departmental, communication, plant, and auxiliary spaces. • Maintain and publish a cost trends log of items discussed and decisions made to monitor "cost creep". • Provide input on market conditions, contracting strategies, and construction schedule. • Ensure the final GMP is complete and accurate with all required clarifications, exclusions, and allowances. Requirements Education and Experience • Bachelor’s degree from an accredited four-year college or university in architecture, engineering, construction management or related field required. If a candidate does not have a bachelor’s degree in the required field, a minimum of twelve (12) years of work experience in Construction Management, Engineering, Architecture or related field can be considered for this position. The candidate may be required attain an applicable degree prior to advancement. • Minimum 10 years position related work experience in project estimating or related field required. Knowledge And Skills • Advanced knowledge of estimating, conceptual and detailed, and all phases of commercial design and construction. • Proficient in all computer software programs used in preconstruction with emphasis on 2D/3D estimating software, sub solicitation software and Bluebeam. • Excellent collaboration, project management, analytical, data quality troubleshooting, problem-solving and communication skills. • Must be an active team player with a positive and approachable demeanor able to achieve results internally and through our trade partners. • Excellent written and verbal communication skills. • Must have a valid driver's license to be eligible to be an approved driver for Kitchell. Work Environment • This is a safety sensitive position. • Regularly works in an office environment and occasionally works in a construction environment. • Conditions occasionally include exposure to outdoor elements, hot/cold temperatures, wet conditions, noise, atmospheric conditions and cramped quarters. • The noise level in the work environment is regularly moderate and occasionally loud. • Must occasionally travel. Physical Requirements • While performing the duties of this job, the employee is required to regularly sit; frequently stand, walk and reach with hands and arms; occasionally climb or balance; stoop, kneel, crouch or crawl; and use hands to finger, feel and handle. • Must be talk one-on-one and to large groups and hear in construction settings. • Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus. • Must frequently lift and or move 5 pounds and occasionally lift and or move up to 20 pounds.
